Microsoft Re-releases Admin Templates for Office Products to Resolve Broken outlk16.admx

Just a few days ago, Microsoft finally released the updated Admin Templates for Office products. But, like has been done consistently over the past couple years, the company missed a bug. The bug involved an out of place XML tag in the outlk16.admx file.

Microsoft has now re-released the Admin Templates in hopes to resolve the problems.

Microsoft Makes a New CU Available for Windows 10 1809

What could be the beta version of the cumulative update for February 2019’s Patch Tuesday has been made available. “Seekers” can go get it now by manually checking Windows Update. This new CU contains a slew of fixes for Windows 10 1809, but still contains a couple lingering problems including not able to open Microsoft Access databases and the inability for Microsoft Edge to browse the local computer.

Fix list:

  • Addresses an issue that may cause Microsoft Edge to stop working with certain display drivers.
  • Addresses an issue that may cause third-party applications to have difficulty authenticating hotspots.
  • Addresses an issue that causes promotions of non-root domains to fail with the error, “The replication operation encountered a database error.” The issue occurs in Active Directory forests in which optional features like Active Directory recycle have been enabled.
  • Addresses an issue related to the date format for the Japanese era calendar. For more information, see KB4469068.
  • Addresses a compatibility issue with AMD R600 and R700 display chipsets.
  • Addresses an audio compatibility issue when playing newer games with 3D Spatial Audio mode enabled through multichannel audio devices or Windows Sonic for Headphones.
  • Addresses an issue that may cause audio playback to stop responding when playing Free Lossless Audio Codec (FLAC) audio content after using a Seek operation such as rewind.
  • Addresses an issue that allows users to uninstall apps from the Start menu when the “Prevent users from uninstalling applications from Start menu” group policy is set.
  • Addresses an issue that causes File Explorer to stop working when you click the Turn On button for the timeline feature. This issue occurs when the “Allow upload of user activities” group policy is disabled.
  • Addresses an issue that prevents users from installing a Local Experience Pack from the Microsoft Store when that language is already set as the active Windows display language.

Fixing the Broken outlk16.admx in the Latest Release of Microsoft’s Admin Templates for Office

We noted a few days ago that Microsoft had delivered updated Admin Templates and Tools for it’s Office suite. However, as is the case much of the time, there were undiscovered bugs in the released content.

Fortunately, Marc Vanderhaegen was on top of it.

Microsoft Resolves Access 2010 and Excel 2010 Problems with KB4462157

One issue reported this month for Microsoft’s updates included an issue where Access 2010 and Excel 2010 would stop working after installing KB4461614.

Microsoft has now delivered a fix for the problem. The fix is included in KB4462157.

This update contains the following improvements and fixes:

  • This update adds support for new Japanese eras in the Japanese calendar.
    Note To enable this improvement, you must install KB 4461579 together with this update.
  • Fix: After KB 4461614 is applied, Access 2010 and Excel 2010 stop working.

Updated Admin Templates and Customization Tool for Office 365 ProPlus, Office 2019, and Office 2016

Microsoft has now released an updated set of Group Policy templates and an improved customization tool for Office 365 ProPlus, Office 2019, and Office 2016.

Additionally, the download includes the OPAX/OPAL files for the Office Customization Tool (OCT) for Office 2016 and a list of all Group Policy settings in an Excel spreadsheet.

Microsoft Officially Ends Support for Windows 10 Mobile in 2019

Microsoft has now posted an FAQ so customers can get more information about a recent decision.

According to the FAQ:

As of December 10, 2019, Windows 10 Mobile users are no longer eligible to receive new security updates, non-security hotfixes, free assisted support options, or online technical content updates from Microsoft for free. Third parties or paid support programs may provide ongoing support, but it is important to recognize that Microsoft support will not publicly provide updates or patches for Windows 10 Mobile.

Only device models that are eligible for Windows 10 Mobile, version 1709 are supported through the end date. For Lumia 640 and 640 XL phone models, Window 10 Mobile version 1703 was the last supported OS version and will reach end of support on June 11th, 2019. 

KB4480116 Causes Microsoft Edge to Block Local Browsing

Reports have filtered in that, after installing KB4480116, Microsoft Edge no longer “trusts” local IP addresses – meaning that Edge errors out when attempting to access the local IP address,

This doesn’t affect a lot of users so Microsoft isn’t planning to fix the bug until Patch Tuesday for February 2019. It does affect all versions of Windows 10.

However, adding the local IP address to the list of trusted sites in Windows 10’s Internet settings resolves the issue.

Microsoft Moves Windows 10 1809 to the Fast Track

The hobbled, buggy October 2018 offering of a Windows 10 upgrade has now entered its final phase as Microsoft feels that, maybe – just maybe – it will cause much fewer problems for users now.

Despite Upgrade Blocks still existing for Intel display drivers, F5 VPN clients, Trend Micro’s Officscan, and AMD graphics drivers, Microsoft has lifted the embargo on the automatic rollout. According to the just-updated history page

  • We are now starting our phased rollout to users via Windows Update, initially offering the update to devices we believe will have the best update experience based on our next generation machine learning model. 
  • Fully available for advanced users who manually select “Check for updates” via Windows Update. 


Lots of customers will be crossing their fingers and hoping that no other major bugs are discovered once Windows 10 1809 is available to install on more PCs.

Customers Still Using Access 97 Databases Affected by Windows 10 Patch Tuesday Updates

As we noted last week, KB4480966 for Windows 10 1803 Causing Unrecognized Database Format Error.

Applications that use a Microsoft Jet database with the Microsoft Access 97 file format may fail to open if the database has column names greater than 32 characters. The database will fail to open with the error, “Unrecognized Database Format”.

However, its now recognized that this issue affects Windows 10 1803, 1709, and 1703 and boils down to customers still utilizing old Access 97 databases. Obviously, Microsoft didn’t intend for this to happen and customers surely didn’t expect to still be using such old technology for database operations. However, for those customers that are experiencing problems, Microsoft is working on a solution. In the interim, the company has delivered the following workarounds…

Option 1: Modify the database to ensure that all column names are less than or equal to 32 characters.

Option 2: Convert the database to the .accdb file format. To use the .accdb file format, you must change the Connection string after conversion.

The easiest way to convert is to use Microsoft Access 2010 or earlier.

  1. Use Microsoft Access to open a database that has an older file format.
  2. You will be asked if you would like to convert. Click Yes and save the database with the .accdb extension.

Option 3: Convert the database to a newer .mdb file format. This doesn’t require a change to the Connection string.

  4. From the File menu, click Save as and select Access 2002-2003 Database.

Microsoft Delivers Fixes for Hotspots for Windows 10 1803, 1709 and 1703 but not for 1809

Microsoft has now begun delivering updates for its updates. On Tuesday, the company delivered new cumulative updates for Windows 10 1803, 1709 and 1703. These updates come just a week after Microsoft’s initial round of fixes for 2019.

These updates, in particular, appear to solve a problem introduced during Patch Tuesday week that caused Windows 10 to not authenticate hotspots.

Unfortunately, it looks like Windows 10 1809 hasn’t gotten the same treatment yet.

Microsoft Intune, Others, Become Google Certified for Android Enterprise Management

The EMM market has had slow uptake over its initial few years but has really picked up more recently.

Google has just announced a new resource for customers using the Android platform to locate the top Enterprise management solutions. The initial list is a solid one, showcasing some of the most known vendors. Google says it will add more over time.

Included in the inductees is Microsoft’s Intune alongside BlackBerry, Google Cloud, I3 Systems, IBM, MobileIron, Softbank, SOTI, and VMware.
