February 13 Cumulative Update for Windows 10 May Have Altered Available App Ports

Just before the month of March ended, Microsoft let customers know about a problem that was introduced in February’s stack of updates. According to KB4093046

Some reserved ports are blocked after you install the February 13 cumulative update KB4074588 on a container host that is running Windows 10 Version 1709.

The support doc goes on to say that Microsoft fixed an issue with the February update, but that some apps and services that rely on specific ports may no longer function because the update inadvertently blocked out the communication ports needed.

The fix is to identify open ports using the NETSH command and then choose another one.
