My son and I built this on Saturday. The wife is sick so we can get away with pretty much anything as long as we time it while she is sleeping and have it relatively cleaned up before she awakens from her slumber.
We did make one modification to it, instead of using a weighted item we used a rubberband and attached it to the base. This gave us the ability to modify the amount of tension on the arm for different objects.
It worked as planned, ours didn't have wheels, we figured we didn't need wheels with a piece of cardboard as the base.
It took us less than a lunch break from start to our first test fire, so you could do this on your lunch break. It would work great for a cubical office.
