mmmmm I'm pretty sure I used the keyboardlocale in the past with XP and with success.
But I'm not gonna discuss with THE MDT GURU :-)
I'll give it a try and keep you posted!

KeyboardLocale is only used for Windows Vista.
Have you tried setting InputLocale=0813:00000813?

I have an issue with the keyboard layout when installing a build. (XP SP3)
As you can see the value is gathered correctly out of the database.
When I hit shift+F10 during mini setup I can see that the correct keyboard layout is added to sysprep.inf.
Unfortunaltely it's stays qwerty instead off azerty?
BDD.log looks like:

FOR SOME REASON I DON'T see that keyboardlocale gets updated into sysprep.inf nevertheless I can see it in sysprep.inf.
KeyboardLocale and InputLocale are not applied correclty, other like TimeZone is applied.
