Set the program to run if user is logged on or not. The program is set to run in user context, task sequences cannot doi that

Subject: [mssms] software distribution error in a task sequence.
I'm trying to do an upgrade of ESRI ArcGIS 9.3. Unfortunately an ESRI upgrade consists of uninstalling the old versions before installing the new ones. There's been a few different msi's to install it, but they all eneded up having the same guid's, so to make a long story short, I'm going down the task sequence path to upgrade it. The first three steps are a series of msiexec /x {GUID here} then I call an install software step. The program I'm using works fine by itself, and I ran a duplicate that was set to allow users to interact and it runs fine with no prompts. Any help would greatly appricated.
The program I'm calling is " msiexec.exe /qn ALLUSERS=1 /m MSIUPBRY /i "setup.msi" ESRI_LICENSE_HOST=<<somehost> SOFTWARE_CLASS=Viewer ADDLOCAL=ALL "
The task sequence ui fails with error code 0x80008014 and I get the following error in my execmgr.log on the client
TS Step required to run in user context, targeted to user or requiring user input. Rejecting.
