The most common theory I have heard is that calculators keypads already existed with 789 on the top row.  They existed way before telephone keypads, so they were never going to change.

Whereas, when telephone keypads were being invented, they also had a second auxiliary use as a form of representing letters (e.g. 2=ABC, 3=DEF etc.).  It was thought that if they put the ABC, DEF on the bottom row, it would not make sense.
