There are multiple ways to monitor those domains. No you do not need the RMS. Couple questions you will have to figure out first:
1. Are these domain going to be in a 2 way trust? If they are trusted then you can have them directly report to one of the management server or split the load.
2. If they are not trusted domain then you could use the certificate base authentication and use a gateway server as the option from those domain.

I have been searching and can’t find a straight answer, we are looking to add 2 new domains and I was asked what we need to be able to monitor them. we already have a SCOM R2 multiple server/single management group environment. Do I need to install at least an RMS in each new domain? Maybe someone could guide to a link I missed.
