This is well known, especially on DC’s that are virtualized with poor performing hosts, or on older DC hardware. There are lots of articles on this topic across various blogs.
The best fix is to deploy cscript 5.7 - http://blogs.technet.com/kevinholman/archive/2009/06/29/getting-lots-of-script-failed-to-run-alerts-wmi-probe-failed-execution-backward-compatibility-script-error.aspx
When an agent starts – there are just a lot of discovery scripts that run at startup – and you will see this high cpu – this is normal…. 5.7 helps not use as much CPU.
As to the print issue – that’s the printer MP trying to collect Perfmon data by mis-targeting the collection rule to non-print servers, I’d guess.

Hi,
The DC’s processor was running at 100% CPU with a whole bunch of cscripts.exe processes taking up most of the machines resources.
It looks like OpsMgr is triggering these scripts and fails to unload them. What is even stranger that the eventvwr reports a whole bunch of print related workflows failed.
How can I resolve this issue…can anybody faced this issue….
