Get the rights to create the disabled user accounts for the test mailboxes
in the default location (user container) then move the disabled user
accounts for the test mailboxes to your OU of choice. Those disabled user
accounts won't be utilized anymore... but they are required to exist to
maintain the 1:1 user to mailbox ownership. The Mailbox Access Account will
be used with log-on and send-as permission on those test mailboxes from that
point forward.
And do yourself a big favor.... set those teas mailboxes up "per server" and
NOT "per store". Per mailbox store on a server just will make your life a
living hell in the long run.... IMHO.

I am implementing the Exchange 2003 Management pack and have run into
a permissions issue. In our environment we have the ability to create
users in the Users container locked down to pretty much no one. I do
not see a way through the Exchange configuration wizard to configure
mailbox creation to point to existing mailboxes.
Is there a way to do that or should I just get the AD team to allow my
service account rights for the initial install and then move the user
accounts for the mailboxes to the appropriate service account OU?
