I did read and follow both articles.

Where I seem to fall short is how to make sure that the syslog rule is recieveing the messages

I have setup a syslog watcher tool on the same server and configured it to listed to 514/UDP

I was then able to recieve the syslog messages with that tool.

However, when I sent me syslog messages to the port 514/UDP (which is also allowd through the Firewall) I did not see any indications on the console that such message was recieved
