Now that Microsoft has deemed FrontPage as outdated (But it is still supported) as of December 2006 for web development and it has been superseded by Microsoft Expression Web and Microsoft Office SharePoint Designer you can still use it or Visual studio for your web development if needed.
However as technology changes and evolves it is best to keep up with the times and when it comes to Microsoft technology and applications it is strenuously encouraged for Microsoft shops. With this in mind you can purchase Microsoft Expression Web or Microsoft Office SharePoint Designer for about the same price to keep up with the ‘New’ trends.
Microsoft Expression Web designer is a good choice for web development designers using Cascading Style Sheets (CSS) and Extensible HyperText Markup Language (XHTML) but if you are using MOSS 2007 the Microsoft Office SharePoint Designer is the best solution for you to use for your SharePoint sites and still have CSS and XHTML availability.
