MS Downloads White Paper Corrupted SCEP

I am trying to download a white paper from Microsoft Downloads that appears to be corrupted. Either it wont download, stopping at 179Kb of 2.3Mb, or when it does come down it is incomplete. Does anyone know of any other home for this white paper where I can get it? Microsoft SCEP Implementation White Paper
